1. Integrated Planning-Budgeting for Local Government, Sub Project (SP 226) under GRS Project, Hickling-CIDA, April 2007 – April 2008.
Client : Ministry of Home Affair
As Accounting/Budgeting Specialist, review some concept about performance budgeting and Medium Term Expenditure Framework (MTEF) approach, prepare business process (flowchart) describing performance budget preparation process in local government. Outcome for this project is MoHA Regulation (Permendagri) about Regional Planning and Budgeting.

2. Revision of MoHA Regulation on Regional Financial Management Guidance (Permendagri 13/2006), Ministry of Home Affair, August-October 2007.
As Local Financial Management Specialist, prepared draft and contributed in workshop series and FGDs. Outcome for this project is MoHA Regulation (Permendagri) 59 about Revision of Permendagri 13/2006.

3.SOP for Local Government Asset Management, Sub Project (SP203) under Government Reform Support (GRS) Project, Hickling-CIDA, March 2007 – December 2007.
Client : Ministry of Home Affair
As Business Process Specialist, set up procedures related to asset procurement, maintenance, and asset reporting system based on Permendagri 17/2007 and Government Regulation of Management Asset. Lead serial workshop to discuss the procedures with client, local governments and other stakeholders.

4. Local Government Services Minimum Standards (SPM), Project by Medina Consulting, July – November 2007.
Client : Kabupaten Brebes
As Public Financial Management Specialist, established some minimum standards for services in area of Education and Health.

5. Regulation on Local Government Financial Management, Project by Medina Consulting, January – October 2007.
Client : Provinsi Riau, Kabupaten Lamongan, Kabupaten Serang
As Public Financial Management Specialist, review all regulation related to local government financial management. Developed academic paper about budget cycle customized by client’s existing condition. Prepared regulation (Peraturan Daerah) as an outcome.

6. Capacity Building for Local Government in Aceh, Sub Project (SP 213) under GRS Project, Hickling-CIDA, October 2006 – April 2007
Client : Aceh
As Accounting/Budgeting Training Specialist, prepared training material/modules (budgeting process, budget implementation and accounting/reporting) & delivered training for all Financial division staff from all region.

7. Pro Poor Planning and Budgeting, Hickling-ADB, October 2006 – May 2007.
Client : BAPPENAS
As Pro Poor/Participatory Budgeting Specialist, Review some legal/ regulatory framework for Local Pro-Poor Budgeting (LPPB) for preparing policy brief and determining scope and process of LPPB including financial aspects, central government contribution and endorsement of policy document. Also doing gap analysis to support training team for capacity building. In field, assist local government doing participative planning process (musrenbang).

8. SOP for Budget Implementation & Accounting System, Sub Project (SP 203) under GRS Project, Hickling-CIDA, July 2006 – February 2007.
Client : Ministry of Home Affair
As Accounting Specialist, set up procedures related to revenue collection, expenditure cycle, and accounting system based on Permendagri 13/2006 and Government Accounting Standard. Conduct some National Workshops formulating those procedures became MoHA Regulation.

9. Costing Standards (Analisa Standar Biaya) Establishment, Medina Consulting, July– December 2006.
Client : Government of Kabupaten Brebes
As Accounting specialist, do some analysis on spending pattern data to support the formulation of Cost Standard. Deliver some training about cost accounting and budgeting using cost standard.

10. Establishment Curriculum for Internal Audit Program, Sub Project Under STAR Project, ADB, May 2006 – October 2006.
Client : Ministry of National Education
As Consultant, review some legal/ regulatory framework for Local Government Internal Audit, doing gap analysis in audit process, set up curriculum and syllabi for graduate and undergraduate program.

11. Ministry Regulation on Regional Financial Management Guidance (Permendagri 13/2006), Sub Project (SP104) under GRS Project, Hickling-CIDA, March 2006 – May 2006.
Client : Ministry of Home Affair
As Business Process Specialist, contributed in workshop series and FGDs preparing Permendagri 13/2006. Then, prepare business process (flowchart), describing local government financial management including budget preparation process, budget administration process and accounting/reporting process. The business process now used by MoHA and local governments as important guide in FMIS establishment, policy derivation and capacity building.
